​The newly designed part was supposed to play several different roles. Not only should it be visible from the outside so as to attract a potential person passing by, but also had to generate an attractive inner courtyard for both tourists and citizens of the city. 



It had been agreed that the object should be a separate tissue and ought to hold both cultural ad well as public functions. In order to those conditions a single story building with an inner entresol had been proposed, containing a cafe, reading and exhibition place.
